Malaysia's Budget 2027 announced a proposal to increase the basic individual tax relief from RM9,000 to RM12,000 and lower two resident income-tax rates. The RM3,000 difference is an extra deduction from chargeable income, not a RM3,000 cheque or refund. The relevant law and LHDN's final guidance will determine implementation.

What changes under the proposal?

According to the official Budget 2027 speech, the resident tax rate on chargeable income of RM70,001–RM100,000 is proposed to fall from 19% to 18%, and the rate on RM100,001–RM150,000 from 25% to 24%.

Illustrative monthly salary calculations

These figures are educational assumptions, not official 2027 assessments:

  • Single Malaysian tax resident with 12 equal salaries and no bonus or other income.
  • Employee EPF contribution at 11%, qualifying EPF relief capped at RM4,000.
  • Only personal relief and EPF relief are counted; other reliefs and SOCSO are ignored.
  • Old calculation uses LHDN's published resident tax schedule. New calculation assumes the announced changes take effect.
  • The existing RM400 individual rebate is applied where eligible.
Monthly pay Illustrative existing annual tax Proposed annual tax Potential difference
RM3,000 RM0 RM0 RM0
RM5,000 RM1,320 RM1,140 RM180
RM8,000 RM6,170 RM5,500 RM670

For RM3,000 pay, the existing rebate may bring the tax in both scenarios to zero. An increase in relief does not mean every taxpayer gets extra cash.

One-income family example

Assume RM5,000 monthly pay, an eligible non-earning spouse, one qualifying child under 18, spouse relief of RM4,000 and child relief of RM2,000, with the other assumptions above. The existing illustrative tax is RM960 versus RM780 under the proposal: RM180 difference. Dual-income families and different filing choices can change the outcome.

Relief, rebate, PCB and refund are different

Term What it means
Tax relief Deduction when calculating chargeable income
Tax rebate Reduction against calculated tax if eligible
PCB / MTD Monthly Tax Deduction withheld by your employer
Tax refund Excess tax returned after final assessment

For example, RM2,000 withheld and RM1,500 finally payable could mean a RM500 refund, assuming no other adjustments. That is unrelated to receiving RM3,000 in cash.

Other tax relief expansions announced

Budget 2027 also proposed extending specified reliefs to AI software subscriptions, sports shoes, pet vaccinations and qualifying adoption from registered centres, wider care of parents and grandparents, some education, tuition and skills training, and postpartum care.

Do not assume every purchase in these categories qualifies. Watch for the legal effective year, caps, eligibility conditions and required receipts.

Does this already apply to the 2026 tax year?

No such assumption should be made. Budget 2027 proposals must be matched to the correct year of assessment and final LHDN rules. Keep receipts now, but claim only expenses eligible under the rules for the relevant year.

FAQ

Is RM12,000 relief a refund?

No. It is a deduction used in calculating chargeable income.

Must everyone earning RM3,000 per month file?

Filing obligations depend on more than monthly salary, including other income, PCB and tax registration status.

Can a 2026 AI subscription automatically be claimed?

No. A Budget 2027 announcement alone does not establish its eligibility for the 2026 tax year.

Are all sports shoes eligible?

The final rules must clarify categories, caps and evidence.

Bottom line

Work through reliefs → chargeable income → tax → rebates → PCB already paid → refund or balance due. Compare realistic tax outcomes, not just the headline relief.
