Malaysia's Budget 2027 announced an increase in the minimum wage from RM1,700 to RM2,000 per month, taking effect from June 2027. The announcement also includes an exemption for MSMEs with annual sales below RM50 million, to allow time for adjustment.

That does not mean every employee automatically receives a RM300 raise now. This article reflects information available on 11 October 2026. The final wage order and implementation details must be checked.

Who is covered by the RM2,000 announcement?

The official Budget 2027 speech expects the new rate to benefit more than 4 million workers. The same announcement identifies an exemption for eligible MSMEs below the RM50 million annual-sales threshold.

Situation What to check
Employee at a non-exempt employer The final wage order, category and effective date
Employee at a potentially exempt MSME Whether the firm actually qualifies under formal exemption rules
Part-time worker Applicable hourly/daily wage provisions, hours and contract
Fresh graduate Separate RM2,500 wage framework, not an automatic universal entitlement

An exemption from the new RM2,000 level is not permission to ignore the current minimum-wage rules. The RM1,700 standard was fully phased in for generally covered employers in August 2025.

Is minimum wage basic salary or total salary?

The Ministry of Human Resources FAQ defines minimum wage as basic wages, excluding allowances, incentives and other additional payments.

Example: RM1,800 basic + RM200 allowance

The total is RM2,000, but the basic salary remains RM1,800. Where the RM2,000 requirement applies, simply adding the allowance does not establish compliance.

Example: RM2,000 basic + RM200 allowance

The basic salary reaches RM2,000, assuming the formal requirement applies and all other conditions are met.

Example: RM1,800 basic + RM300 overtime

Overtime pay cannot simply substitute for a compliant basic wage. Overtime eligibility and calculations follow separate labour rules.

What about part-time staff?

Do not guess a statutory 2027 hourly wage by dividing RM2,000 by a convenient number of hours. Check the final wage order, the worker's classification, contracted hours and legally applicable wage calculation. Rates and coverage may differ under the formal rules.

Will every graduate receive RM2,500?

Budget 2027 separately announced a reform to the workers' income framework, beginning with RM2,500 monthly for semi-skilled workers and graduates. That announcement is not enough, by itself, to conclude that every new graduate already has an enforceable RM2,500 minimum-wage entitlement. Implementation guidance is needed.

What if HR says the employer is exempt?

  1. Read your employment contract and payslip, separating basic pay, allowances, incentives and overtime.
  2. Ask what official wage order or exemption the employer says applies.
  3. Confirm the effective date. The proposed RM2,000 change is not already in force in October 2026.
  4. Keep written explanations and wage records.
  5. If unresolved, consult the appropriate labour department. Employees in Peninsular Malaysia can use JTKSM; Sabah and Sarawak have their corresponding departments.

Suggested message to HR: "Could you confirm which minimum wage order and any formal employer exemption apply to my basic salary, with a written explanation?"

FAQ

Is a RM1,700 basic salary automatically illegal in October 2026?

Not because of the 2027 announcement. Check the wage rules already in force and your applicable category.

Are all small businesses exempt in 2027?

No such blanket claim is justified. Check the announced MSME threshold and final legal details.

Can allowances and overtime make up the minimum?

The established minimum wage definition is based on basic wages; additional payments cannot simply replace them.

Is RM2,500 guaranteed for every graduate?

No. The proposed wage-framework reform must be distinguished from a legally operative, universally applicable wage order.

Bottom line

Employees should check basic salary, employer coverage, the formal wage order and the effective date before assuming entitlement or non-compliance.
