Menu Kasih Siswa RM5 in 2027: Student Eligibility, Campus Meals and Polytechnics
Budget 2027 continues RM5 Menu Kasih Siswa support and expands Dapur Siswa MADANI to polytechnics and IPG. Here's what's verified about eligibility, campus availability and meal costs.

Checked on 16 October 2026. Budget 2027 includes RM20 million for Dapur Siswa MADANI, continuing the initiative in public universities and extending support to polytechnics and Institut Pendidikan Guru (IPG). The programme involves cooking facilities, food supplies and the RM5 Menu Kasih Siswa meal initiative.
That RM20 million is a programme allocation, not a cash payout to individual students. Just as importantly, an announcement about expansion is not proof that a particular campus is already serving RM5 meals.
What is Menu Kasih Siswa, and is it new for 2027?
It's not entirely new. The Ministry of Higher Education (KPT) documented the operation of Dapur Siswa MADANI and Menu Kasih Siswa at UniMAP in April 2026, including a ministerial visit.
The 2027 Budget expansion is different: KPT says the initiative will continue at public universities and extend to polytechnics and IPG, supported by RM20 million for kitchen equipment, food contributions and RM5 meals.
See KPT's Budget 2027 statement and its account of the 2026 UniMAP implementation.
Two related names can be confusing:
- Dapur Siswa MADANI covers the broader campus meal-support framework, including facilities and food resources.
- Menu Kasih Siswa refers to affordable student meal offerings, including the publicly stated RM5 option.
That does not mean every item at every cafeteria will cost RM5.
Who is eligible for the RM5 student meal?
This is where a careful answer matters. We can verify the policy direction, but the official material checked here does not publish one complete, nationwide eligibility and registration rulebook for every institution.
Don't assume that:
- Every student at every public university can buy it at any counter.
- All polytechnic and IPG campuses already offer the same menu.
- Every participant must be B40—or that being B40 automatically gives access everywhere.
- A MyKad, particular app, student card or online application is universally required.
These are campus-specific implementation questions. Check your institution's Hal Ehwal Pelajar / Student Affairs office, residential college or cafeteria for the actual participation rules. Supporting students with living costs is the programme's purpose; that is different from proving a universal means test.
Where can I find Menu Kasih Siswa on my campus?
Try this sequence before travelling to another cafeteria on the strength of an old social-media post.
- Check official campus channels. Look for student-affairs notices, residential college updates and food-service announcements.
- Ask the cafeteria. Which outlet, which meal, what hours and what exactly is included for RM5?
- Verify eligibility. Is a student ID needed? Does supply or participation have limits?
- Don't confuse different schemes. A campus food bank and a subsidised cafeteria meal may operate differently.
- Check the date. The available menu or vendor may change between semesters.
The UniMAP official example confirms that an initiative existed there in 2026. It does not establish availability at every institution.
How much could RM5 lunches save?
The following table is a budgeting illustration, not a government benefit calculation or a survey of actual cafeteria prices.
Suppose your usual lunch costs RM10, while a comparable RM5 meal is actually available on 20 study days.
| Lunch choice | One lunch | 20 study days |
|---|---|---|
| Illustrative usual lunch | RM10 | RM200 |
| Illustrative Menu Kasih Siswa lunch | RM5 | RM100 |
| Illustrative difference | RM5 | RM100 |
If your usual equivalent lunch were RM8, the difference would be RM3 each time, or RM60 over 20 days. Real savings depend on availability and what you normally spend.
This calculation replaces one normal lunch only; it does not account for an entire day's food. Students still need adequate, balanced meals, drinks and other essentials. Skipping meals to reduce spending is not a safe budgeting strategy.
Four practical ways to manage campus food costs
Plan for real meals, not promotional prices. Look at what breakfast, lunch, dinner and hydration will actually cost over a week.
Check the full menu before deciding. A reasonably priced, satisfying and balanced meal is more useful than a cheap item that isn't enough.
Ask about campus welfare resources. Some institutions operate student food banks or other support mechanisms. The Ministry's UniMAP report describes a food bank serving students with financial needs.
Count travel costs. Saving a few ringgit on a meal may not help if getting to the outlet costs more than the difference.
Public universities, polytechnics and IPG: what's different?
| Institution | What the announcement supports | What still needs checking |
|---|---|---|
| Public universities | Dapur Siswa programme continues; implementation has existed at some campuses | Specific outlets, student conditions, availability |
| Polytechnics | Included in the Budget 2027 expansion | Each campus's launch, meal offer and rules |
| IPG | Included in the Budget 2027 expansion | Individual institute rollout and terms |
| Private universities / other institutions | Not proven universally covered by the cited expansion | Ask your campus about its own affordable meals and student support |
Frequently asked questions
Do I need to apply for Menu Kasih Siswa?
The KPT sources checked do not establish one universal application process. Your campus can confirm any required registration or student identification.
Is it only for B40 students?
The programme is intended to improve student welfare, but a single nationally applicable B40-only rule is not verified in the material cited here. Follow the participating institution's official conditions.
Does every polytechnic and IPG already offer RM5 meals?
No such nationwide availability list has been verified here. The 2027 announcement describes an expansion.
Can students claim their share of RM20 million?
No. It is a programme allocation for facilities and food-related support, not an individual cash benefit.
Does RM5 mean unlimited meals for RM5?
No. Confirm the specific designated meal, operating hours, portions and any quantity or eligibility limits on your campus.
Our editorial takeaway: a headline price is useful only when a student can find the stall, understand the eligibility and see what the meal includes. Campus-level information—not guesses about nationwide rules—should guide spending decisions.
