Checked: 23 October 2026. Malaysia's Budget 2027 proposes to remove stamp duty on specified documents used to open savings and current bank accounts from 1 January 2027. Does that mean every bank account will be entirely free to open? No. Stamp duty is only one possible component of an account-opening process.

In the 9 October 2026 Budget speech, the Ministry of Finance announced a full exemption for opening savings and current accounts. The technical proposal concerns account-opening instruments signed by individuals or businesses containing undertakings that create specified legal obligations, indemnities, guarantees or liabilities. As of this article's check date, the measure was announced and proposed; confirm the eventual legal order and bank implementation before relying on it. MOF Budget speech.

How much could an ordinary person save?

The specified account-opening documents currently attract a RM10 stamp duty. A simple illustration of the proposed change is:

Example where the relevant document is chargeable Before exemption If exemption takes effect
Individual savings-account undertaking RM10 RM0
Individual current-account undertaking RM10 RM0
Business current-account undertaking RM10 RM0
Account opening with no such chargeable instrument No automatic RM10 charge No invented RM10 saving

The saving is RM10 per qualifying instrument that would otherwise be taxed, not a promise that every account holder will receive RM10 back. Some accounts or application flows may not have charged this particular duty.

Savings account, current account or business account?

A savings account generally supports deposits, transfers and day-to-day banking. Specific card and minimum-deposit terms vary by bank.

A current account is commonly used for frequent payments and may have cheque or additional transaction services, depending on the product.

A business account is a marketing and operating description, not automatically a distinct stamp-duty category. The underlying account might be a current or savings product. Opening a company account can require corporate resolutions, authorised signatories and different documentation.

The proposed exemption should therefore be checked against the actual account-opening document, not just the label on an advertisement.

Four different things on a bank's fee list

Term Meaning Automatically waived by this measure?
Stamp duty Government duty on a chargeable instrument Proposed exemption for qualifying documents
Account-opening service charge Separate bank/provider fee, if applicable No
Initial deposit Money deposited into your account to activate it No; this is not the same as a fee
Minimum balance, card and transaction charges Ongoing product conditions No

This distinction matters more than a flashy headline. Before opening an account, request the bank's actual product disclosure or schedule of fees rather than relying on a generic comparison.

Can I refuse to pay stamp duty in October 2026?

Not merely because Budget 2027 has been announced. The proposal states 1 January 2027 as its intended start. It is not a published entitlement to a blanket retrospective refund or to skip a currently applicable charge.

If you plan to open an account in 2027, verify the final exemption terms and whether your bank has updated its documents and fee schedule.

What does this change mean for everyday Malaysians?

For most people, the benefit is modest but understandable: removing a qualifying RM10 document duty can simplify the upfront cost of banking. Businesses opening multiple accounts may also appreciate simpler administration.

JomGuide's practical view: don't choose an unsuitable bank merely to save RM10. Minimum balance rules, reliable app access, transaction costs and the services your business needs may make a much larger difference over time.

Five questions to ask before opening an account

  1. Is it a savings, current or business account, and what documents will I sign?
  2. Does any document attract stamp duty, and how much?
  3. Is the required initial deposit my money in the account, rather than a fee?
  4. Are there card, cheque, transfer, low-balance or other charges?
  5. If opening in 2027, has the announced exemption legally taken effect for this instrument?

Frequently asked questions

Will every savings and current account be totally free?

No. An exemption from a government document duty does not waive a bank's separate fees.

Will people who opened accounts in 2026 get a refund?

The Budget announcement does not establish a general retrospective refund.

Does this include company accounts?

The stated scope includes individuals and businesses, subject to the final legal definition and the type of account-opening instrument.

Is it the same as tenancy agreement stamp duty?

No. A tenancy agreement is a different instrument with its own duty rules. See our tenancy guide.

The bottom line

The proposed 2027 change is RM10 to RM0 on certain chargeable account-opening documents, not an end to all banking fees. For consumers, the real value is knowing exactly what they are paying and what is merely a deposit.
