PCB Is Deducted Every Month — So Why Can You Still Get a Tax Refund After Filing?
PCB is a monthly prepayment, not your final annual tax bill. If tax already paid exceeds your final liability after filing, the difference becomes excess tax. HASiL says its refund system processes based on return information, with a 30-working-day target for e-Filing cases.

Many employees see PCB deducted on every payslip.
So when the tax return later shows:
“Refund: RM600”
it can feel strange.
The key is simple:
PCB is a prepayment, not the final annual tax calculation
PCB — Potongan Cukai Bulanan — is monthly tax deducted through payroll and paid to HASiL.
Your final annual tax depends on the full-year picture, including income, eligible reliefs, rebates and other relevant tax information.
That creates three common outcomes.
PCB equals final tax
No balance and no refund.
PCB is lower than final tax
You pay the difference.
PCB is higher than final tax
The excess can become a tax refund.
A simple RM600 example
Assume your total PCB for the year was:
RM2,400
After filing and applying legitimate eligible reliefs, your final tax payable is:
RM1,800
Then:
RM2,400 - RM1,800 = RM600 excess tax
That RM600 is the refund.
Do you need a separate refund application?
For an ordinary excess-tax position, the refund process is generally driven by the information in your filed tax return rather than a separate “apply for refund” step.
HASiL stated in a 2026 media release that its tax-refund processing system operates automatically based on information submitted by taxpayers in their return.
That makes accuracy important.
If information is incomplete or supporting documents are required for review, processing can take longer.
How long does e-Filing refund take?
HASiL’s current customer-service timeline is:
e-Filing
30 working days
Paper / manual return
90 working days
The process is subject to correct and complete information and any supporting documents required for review.
Remember:
30 working days is not the same as 30 calendar days.
Why do some people receive refunds faster?
Not every return is processed identically.
Delays can arise when:
- information needs checking;
- taxpayer details are incomplete;
- supporting documents are requested;
- bank or refund information needs attention;
- a return contains items requiring further review.
Your friend receiving a refund quickly does not guarantee the same timeline for every taxpayer.
Check your information before filing
If you may be due a refund, confirm that:
- your personal details are correct;
- relevant banking/refund information is accurate;
- the figures in your tax return are consistent.
The refund process can only run smoothly when the submitted information is correct.
Why does one person get a refund while another owes tax?
Because the comparison is:
tax already paid vs final tax actually payable.
Example:
| Person | PCB Paid | Final Tax | Result |
|---|---|---|---|
| A | RM2,400 | RM1,800 | RM600 refund |
| B | RM2,400 | RM2,400 | RM0 |
| C | RM2,400 | RM3,000 | RM600 to pay |
The existence of monthly PCB does not guarantee a refund.
How do tax reliefs affect the result?
Eligible reliefs can reduce the final tax calculation.
If monthly PCB throughout the year was higher than what you ultimately owe after legitimate reliefs are included, excess tax may arise.
Only claim reliefs you genuinely qualify for and can support where required.
Do not invent claims just to create a refund.
What if 30 working days pass and nothing happens?
HASiL advises taxpayers who receive no feedback after the stated refund period to contact the HASiL office handling their tax file.
A practical troubleshooting sequence is:
- confirm the return was successfully filed;
- confirm it actually shows an excess-tax position;
- check your personal and refund information;
- check whether HASiL requested documents or clarification;
- after the relevant time frame, contact the office handling your file.
What if you entered something incorrectly?
Do not simply file another return at random.
Different errors have different amendment or notification procedures.
In March 2026, HASiL specifically addressed cases where taxpayers accidentally marked “Tax borne by employer”, which delayed some refunds. HASiL said confirmed cases would be processed progressively.
The lesson is straightforward:
refund speed depends heavily on correct return information.
How this connects to PCB on your payslip
Think of the process this way:
Monthly PCB = tax paid in advance
Annual filing = final calculation
Paid too much = refund
Paid too little = top up
Bottom line
For e-Filing cases:
- excess-tax refunds are processed based on the information in the filed return;
- HASiL’s stated service target is 30 working days;
- complete and accurate information matters;
- if the period has passed with no feedback, contact the HASiL office handling your file.
A tax refund is not “free money”.
It is usually simply your own tax overpayment being returned to you.
