Lost Your Job in Malaysia? EIS Benefits Changed From October 2026

Many employees do not realise that PERKESO's Employment Insurance System may support them after job loss. From October 2026, several EIS benefits have been improved, including a new RM1,000 mobility allowance.

Most Malaysian employees know EPF and SOCSO. Far fewer can explain what the Employment Insurance System — EIS, or SIP in Malay — actually does.

That matters because EIS is designed specifically for what happens after a covered worker loses a job.

For loss of employment occurring from 1 October 2026, several benefits have been improved. They include a higher Early Re-employment Allowance, a training fee ceiling of RM7,000, a RM30 daily training allowance and a new one-off RM1,000 Mobility Assistance Allowance for eligible workers who take a new job far from home.

The first thing to understand is that EIS is not automatic cash for anyone who gets dismissed. Eligibility depends on your employment status, contributions and the reason for losing your job.

What is EIS actually for?

EIS provides a combination of temporary income support and help returning to work.

Depending on eligibility, support can include:

  • Job Search Allowance;
  • employment matching and job-search support;
  • vocational training;
  • Training Fee support;
  • Training Allowance;
  • Early Re-employment Allowance;
  • the new Mobility Assistance Allowance.

In other words, it is better understood as an unemployment safety net and re-employment programme than as a one-off handout.

Who may qualify?

PERKESO's current EIS FAQ says covered employees generally include Malaysian citizens or permanent residents aged 18 to 60 who work in the private sector under a contract of service.

There are exclusions and exceptions. For example, self-employed workers, civil servants and some workers in local authorities or statutory bodies are not covered under the general Act 800 framework.

To claim benefits after losing a job, applicants must also:

  1. meet the Contributions Qualifying Conditions;
  2. have a loss of employment recognised under the EIS Act;
  3. apply within 60 days of the loss-of-employment date.

That 60-day deadline is important. Waiting until you have figured out every detail can cost you time.

The official starting point is PERKESO's EIS / LINDUNG KERJAYA page.

What counts as loss of employment?

PERKESO lists situations such as:

  • normal retrenchment;
  • VSS or MSS;
  • business closure or bankruptcy;
  • certain constructive-dismissal situations;
  • resignation because of workplace sexual harassment or threats;
  • resignation after being ordered to perform dangerous duties outside the job scope.

An ordinary voluntary resignation does not automatically qualify.

If your situation is unusual, do not decide eligibility based on a friend's experience. Let PERKESO assess the actual reason for the job loss and your contribution record.

What changed from 1 October 2026?

The new rates apply to loss of employment occurring on or after 1 October 2026.

Early Re-employment Allowance: 50% of unpaid JSA balance

A person receiving Job Search Allowance who returns to work early may qualify for an Early Re-employment Allowance.

For the new eligible cases, the rate is 50% of the unpaid balance of Job Search Allowance, up from 25%.

The idea is important: getting back into work early does not necessarily mean every remaining EIS benefit disappears.

Training Fee: up to RM7,000

Eligible Job Search Allowance recipients may be referred for vocational skills training after consultation with an Employment Services Officer.

For eligible job losses from 1 October 2026, EIS can bear training costs of up to RM7,000, compared with RM4,000 previously.

This is training support, not RM7,000 in cash to spend freely.

Training Allowance: RM30 a day

The new Training Allowance rate is a flat RM30 per day for eligible cases.

Recipients still need to attend the required training sessions to qualify for payment.

New RM1,000 Mobility Assistance

The new Mobility Assistance Allowance is a one-off payment intended to help an eligible insured person relocate after accepting a new job far from home.

Current PERKESO materials place the distance test around the 100km mark. The Malay PERKESO page states 100km or more, while the current English page says more than 100km; PERKESO's latest claim screen should therefore be treated as the final reference when applying.

PERKESO currently lists supporting documents such as:

  • the new offer letter or employment contract;
  • confirmation from the new employer about the job placement.

Bernama, reporting PERKESO's 1 October implementation, states that the new allowance is RM1,000.

Wrongful dismissal and EIS are not the same claim

This distinction is easy to miss.

A wrongful-dismissal case asks whether the termination was legally unjust and whether the employee should receive a remedy through the industrial-relations process.

EIS asks a different question: after losing employment, does the worker qualify for unemployment-insurance benefits?

Both issues can arise from the same job loss, but they are separate processes.

JomGuide has a separate guide on what to do within 60 days for a potential wrongful-dismissal case.

What should you do in the first few days after losing a job?

A practical sequence is:

  1. keep your termination letter, VSS/MSS document or other proof of job loss;
  2. confirm the actual loss-of-employment date;
  3. check your EIS eligibility as soon as possible;
  4. do not miss the 60-day application deadline;
  5. prepare the employment, salary and contribution information requested by the system;
  6. follow MYFutureJobs and Employment Services requirements;
  7. if you later accept a new job far away, check whether Mobility Assistance applies.

If you had never heard of EIS before losing your job, that alone is not a reason to give up on a claim.

The bigger point behind the October changes

The RM1,000 mobility payment is the easiest number to notice, but it is not the whole story.

For a person who suddenly loses an income, the useful questions are:

  • Am I covered?
  • Do I have enough qualifying contributions?
  • Can Job Search Allowance support me while I look for work?
  • Can training help me move into a different role?
  • If I return to work quickly, can I still receive Early Re-employment Allowance?
  • If the new job is far away, can Mobility Assistance help with the move?

Many workers do not miss EIS because they are definitely ineligible. They miss it because they never knew what the system was designed to do.

If you have recently lost a job, check through PERKESO's official EIS channel rather than assuming there is nothing available to you.
