Malaysia Flood Aid RM1,000: BWI Eligibility, MyIBJKM & No-PPS Registration
A practical guide to Malaysia's RM1,000 BWI flood aid: who qualifies, MyIBJKM steps, PPS/PPM registration and what families outside PPS should do.

Malaysia's Bantuan Wang Ihsan (BWI) is a disaster relief payment of RM1,000 for an eligible affected head of household (Ketua Isi Rumah, or KIR). It is not RM1,000 per person, and a flooded house does not automatically establish entitlement. Eligibility depends on the incident, whether the residential premises meet the rules, registration and the relevant agency's assessment.
JomGuide's priority is straightforward: keep your household safe, verify the official requirements, register through the proper channels and retain evidence of your application.
Who may qualify for the RM1,000 BWI payment?
The official NADMA BWI FAQ and MyGovernment guidance highlight several distinctions:
- Who applies: The affected household's KIR, subject to the scheme's approved event-specific conditions.
- What incidents count: Floods and other eligible disasters recognised by the appropriate district, state or national disaster management authority.
- Which premises matter: The household's actually occupied, affected residence. An empty home, unaffected unit or a business premises does not automatically qualify.
- Household-based, not per-person: Multiple residents sharing one dwelling cannot simply each claim RM1,000.
- Formal process: Correct disaster registration, a MyIBJKM BWI application and subsequent verification are required. Submitting details is not an approval.
A flooded street, a registered victim and an approved BWI recipient are three different things.
What is MyIBJKM?
MyIBJKM is a disaster-management app provided by Malaysia's Social Welfare Department (JKM). The official government app guide lists functions such as:
- Identifying the head of household (KIR) and updating household members (AIR).
- Finding nearby Pusat Pemindahan Sementara (PPS) temporary evacuation centres.
- Recording arrivals or departures at a designated centre.
- Making and checking BWI applications.
- Downloading victim registration and BWI forms, and reviewing registration records.
Get the app through the official government page, not from unknown APK links shared in group chats.
How to apply: the practical sequence
Step 1: Prioritise safety and official instructions
If authorities order an evacuation, follow the instruction. Do not return to hazardous floodwater simply to take photographs for an aid form.
Step 2: Identify your PPS or officially assigned registration centre
Check which PPS serves your residential area and whether a Pusat Pendaftaran Mangsa (PPM) has been authorised for people unable to register through the usual centre. Local JKM, the district office (Pejabat Daerah) and disaster authorities can confirm the available arrangements.
A random or forwarded QR code is not an official route to aid. NADMA's 2025/26 digital system included location-verified QR registration at authorised sites.
Step 3: Complete and verify household details
Check the KIR's identification details, the family members who actually live together, the affected address and a reachable phone number. Enter any requested banking information accurately. Do not submit overlapping applications for the same household and incident.
Step 4: Complete the official disaster registration
Follow staff guidance at the PPS or another authorised registration point and use the current MyIBJKM process. NADMA previously described QR scanning within a 60-metre location perimeter; operational arrangements depend on the approved centre and event.
Creating an app profile is not necessarily the same as completing an event registration or BWI application.
Step 5: Check for an active BWI application and queries
NADMA's digital-process explanation tells applicants to check the BWI application field and resolve any Permohonan Dikuiri (queried) status. Common areas requiring correction can include an address not matching utility records, incomplete household-member data or duplicate applications.
Keep screenshots or confirmation records for your own reference, and do not share them publicly when they include personal identification or banking details.
Step 6: Wait for verification and official payment instructions
Successful recipients may be notified about bank transfer or cash collection at Bank Simpanan Nasional (BSN) according to the official payment arrangement. Check the message's authenticity through official channels. There is no legitimate reason to pay an unknown intermediary a guaranteed-approval or expedited-payment fee.
What if my family did not stay at a PPS?
Not staying overnight is different from not registering at all.
NADMA says eligible disaster-affected households may receive BWI even if they do not stay in a PPS, provided they meet the required verification and registration arrangements. Moving temporarily to a relative's home does not remove the need for official processing.
For households who missed the PPS registration window, NADMA announced that district disaster management committees (JPBD) can establish Pusat Pendaftaran Mangsa (PPM) centres at authorised locations for eligible victims. This option is not a promise that a PPM will always open in every district. Ask JKM or your district office promptly about the actual arrangement for your incident.
Documents to prepare for an authorised PPM
NADMA has listed possible materials including:
- The KIR's MyKad and identification details for household members living together.
- Photos of the affected residence taken only when it is safe.
- Utility bills matching the family's actual affected address.
- Any police report or other event-specific evidence requested by the authorised registration centre.
- Accurate contact and banking information where required.
The required checklist depends on the registration channel and instructions. The documents for a PPS and a PPM are not automatically identical.
Helping an older family member who cannot use the app
A trusted adult relative can assist with installing the official app, checking household details and accompanying the person to authorised registration assistance. Never hand a stranger an OTP, banking password or unnecessary identity documents.
For older relatives with mobility difficulties, contact the local JKM, Pejabat Daerah or authorised PPS/PPM organisers about available assistance. A registration procedure should not become a reason to make an unsafe trip through floodwaters.
Why might an application be delayed or queried?
| Situation | Next action |
|---|---|
| No application record shown | Confirm whether the centre registration and BWI submission were completed |
| Dikuiri status | Correct the requested details through official app or agency instructions |
| Affected house but no PPS stay | Ask about eligible registration at PPS or an authorised PPM |
| Bank details inaccurate | Verify the proper correction process through NADMA/BSN |
| Several adults at the same address | Clarify the household-and-premises rule to avoid duplicate claims |
A BWI payment should not be confused with reimbursement for every repair cost, household item or insured vehicle.
Frequently asked questions
Can five household members claim RM5,000?
No automatic per-person entitlement exists. The scheme is tied to qualifying household and residence rules; do not multiply RM1,000 by family size.
Can someone get BWI through MyIBJKM without ever completing the official registration?
Do not assume so. NADMA's current documented process requires proper victim registration and verification. If you missed the centre opening, ask your local officials whether a PPM process is available.
Can the same household claim after every flood?
Not necessarily. NADMA's FAQ distinguishes the northeast monsoon season from other periods and sets claim-frequency conditions. Check the incident-specific rule before assuming another payment will be approved.
When will the payment arrive?
Past announcements mention processing targets, but a target is not a guaranteed payment date. Track the case through the official system and agency notifications.
JomGuide's family-first checklist

The core message: BWI is a conditional disaster assistance process, not an automatic cash bonus for anyone who reports flooding.
