Tabung Haji RM15,000 Rule: What Happens to Existing Hajj Queues in 2029?
Already registered for Hajj but below RM15,000? Understand the December 2028 deadline, TH's automatic queue eligibility and how to check your record.

Source: Sources: Tabung Haji Seruan Istito'ah; official TH FAQs; TH announcement 11 Sep 2026. Checked 21 Oct 2026.
If you registered for Hajj through Tabung Haji (TH) years ago but your savings are still below RM15,000, the new Seruan Istito'ah rules deserve your attention. The key deadline for existing registrants is 31 December 2028; TH will align queue eligibility with the minimum savings requirement from 1 January 2029.
That does not mean everyone loses their old registration immediately, and RM15,000 does not guarantee a Hajj offer. Our practical approach is to verify your own TH records first and plan savings without causing financial distress.
What is changing under the RM15,000 Hajj queue rule?
According to the official Tabung Haji plan and Seruan Istito'ah FAQ:
- RM15,000 minimum: TH uses this savings threshold to determine automatic Hajj queue eligibility.
- Existing Hajj registrants: Have a transition period until 31 December 2028 to meet the savings requirement and preserve their existing queue eligibility under the applicable rules.
- From 1 January 2029: Queue eligibility is adjusted based on compliance with the minimum savings requirement while maintaining TH's first-come, first-served principle, subject to the conditions.
- New participants: The new automatic queue-eligibility process replaces manual Hajj registration routes.
- Joining the queue is not receiving a Hajj offer: Queue eligibility does not set a confirmed departure date, guarantee selection or establish your total final Hajj cost.
TH describes the RM15,000 amount as a benchmark for financial readiness, not a universal quote for the full cost of going on Hajj.
Already queued for years with less than RM15,000?
First, check your actual record rather than acting on a forwarded message.
- Use the official THiJARI portal or a TH branch to verify your Hajj registration date, queue details and balances.
- Check which depositor group you belong to, including whether you registered through the EPF route. Different existing depositor groups have different Multi Tabung transfer arrangements.
- Subtract your current TH savings from RM15,000 to see the remaining gap.
- Build a realistic savings plan around household expenses and an emergency reserve; check the transition arrangements directly with TH if anything is unclear.
The account totals you see do not, by themselves, establish every element of queue eligibility. Ask TH if your account has an unusual balance, old registration method or unexplained status.
Two illustrative cases: different ages, different savings
These are fictional examples for understanding the rule, not applications or promises of eligibility.
| Case | Situation | Gap to RM15,000 | Most useful next step |
|---|---|---|---|
| Case A: Age 58 | Registered in 2010; TH savings RM8,000 | RM7,000 | Check the original registration record and transition terms before planning top-ups |
| Case B: Age 27 | Has not registered; TH savings RM3,000 | RM12,000 | Learn how automatic eligibility works and set a long-term savings goal |
For Case A, setting aside RM200 a month for RM7,000 would take 35 months if no other deposits or changes were made. That is a budgeting illustration, not a prediction that this pace will meet the actual 2028 deadline. A person in this position should urgently check the relevant details with TH.
For Case B, building RM15,000 in savings can establish the required financial eligibility once all applicable conditions are met; it will not allow someone to bypass the queue.
Tabung Am vs Tabung Istito'ah
TH's Multi Tabung framework retains the TH account but separates its functions:
- Tabung Am: The general fund used for ordinary deposits, deductions, direct debit and day-to-day withdrawals.
- Tabung Istito'ah: Holds funds for financial Hajj preparation and management of automatic queue eligibility, subject to the programme rules.
- Transfer timing: TH's FAQ explains that returning money from Tabung Istito'ah to Tabung Am can involve T+10 calendar days. Do not treat all these funds as immediately accessible emergency cash.
- Depositor groups matter: Existing registered members, those registered via EPF and unregistered depositors with sufficient balances can be subject to different initial transfer or notification arrangements.
Consult TH's full Multi Tabung FAQ if you are considering a transfer or withdrawal that might affect eligibility.
Is the new minimum fair? Two sides of the issue
Potential benefit: A savings requirement can make financial readiness part of queue planning. TH says this may help reduce deferred offers when people lack sufficient funds as their turn approaches.
Potential difficulty: Lower-income households must still fund housing, medicine, children and unexpected emergencies. Older registrants who have waited for years may understandably be concerned if their balance is well below the threshold.
JomGuide's position is to explain the trade-off, not declare that one choice fits everyone. Protect essential living expenses, check your place in the queue and plan within your means.
How to check your Hajj queue details
- Open THiJARI using the official address, not a forwarded login link.
- Review your depositor details, total savings, Hajj registration information and any notices.
- Read the latest communication on Seruan Istito'ah and Multi Tabung.
- If details appear inconsistent with your original registration record, ask a TH branch or official support channel for an explanation.
- Family members helping older relatives should use appropriate authorised support rather than sharing login passwords or one-time codes.
Frequently asked questions
Will I lose my old queue number immediately if I have less than RM15,000?
TH provides a transition period for existing registrants until the end of 2028. It describes readjustment of queue eligibility from 2029, rather than a simple immediate cancellation of every old record. Verify your own status directly.
Does RM15,000 mean I can go on Hajj next year?
No. Automatic queue eligibility does not equal an approved Hajj offer, a particular departure year or a guaranteed final price.
Should I borrow money to meet the threshold?
A rushed borrowing decision could create a costly burden. Consider essential spending and emergency savings first, then check the precise TH rule that applies to you.
What if my parent registered many years ago?
Help them locate their original registration information, check THiJARI and obtain clarification through TH's authorised channels. Do not assume every long-standing registration is identical.
A calm, practical next step
For existing registrants: confirm your records and the transition period now. For younger depositors: build savings steadily and understand the automatic process before expecting a queue outcome. Above all, avoid panic or guarantees based on RM15,000 alone.
